1)Is this issue limited to the amazon kindle app?
2)What is the antivirus installed on the computer?
3)Do you get any error message or error code?
4)Have you made any changes on the computer prior to the issue?

Method 1-
I would have you disable the antivirus and check.
Note: Make sure you enable the antivirus after performing all the troubleshooting steps since the computer might be at a risk of virus infection.
Method 2-
Dictionary For Kindle
I would recommend you to perform Clean Boot.
Placing the computer in a Clean Boot state helps in identifying if any third party applications or startup items are causing the issue. You need to perform the steps from the article-
